Who we are

Person Centered Housing Options Inc. was founded in 2015 by Nicholas Coulter and Charlie Albanese to address chronic homelessness in their home town of Rochester, New York.  

Together, Nick – a social services provider, and Chuck – a healthcare administrator, founded PCHO with a dedication to the Housing First model and a set of shared values:

  • Housing is a human right.
  • Housing and healthcare are intricately connected.
  • People deserve dignity of choice and engagement in the housing process.
  • Harm reduction approaches to substance use disorder can be folded into the housing placement process more effectively than abstinence requirements to obtain housing.

Adopting programs that value housing as a community and individual health priority is essential to ending homelessness. 

PCHO has engaged in numerous housing first initiatives from the state, city and county. They have been happy to grow with the support of numerous community partners and Rochester businesses, including:

DePaul, Five-Star Bank, Home Leasing, Providence Housing Development Corporation, St. Joseph’s House of Hospitality, House of Mercy, the Continuum of Care, Farash Foundation, City of Rochester, Monroe County, and REACH. 

PCHO today has grown from 2 employees to 35; serving 1000’s of people annually
